Return start and end time in UTC for CLR stored procedured

Currently the start and end time is being returned in local time the request is the CLR stored procedure return this in UTC

Add Notification to Citect.Ampla.WebserviceClients.dll

Citect.Ampla.WebserviceClients.dll allows writing code items and consume different Ampla webservices without the need of creating a proxy class. However it does not support Notification webservice. It will be great if it can be included.
