Create lots and lot groups with surveys

Currently only a movement in/out of a lot/lotgroup will create a new lot/lotgroup. However there are many scenarios when a new lot/lotgroup will be introduced into the system using a survey event.
BHP Chile has this scenario when start blasting a new polygon which they send the remaining blasted material for each polygon but they may not start removing the material until a few days later. During these days all the survey events for that polygon fail as Ampla doesn't have any movement for them. We have similar situation for Rom stockpiles, and some off grade stockpiles as well.
