Allow images to be attached to knowledge reporting point

[Problem Summary]
This customer has a shift log knowledge reporting point and many maintenance users add records manually to it during the shift. Now they wanted to attach a photo to those manually added records.

cannot store image file for knowledge diary.

this is not reproducible , the backup file is attached, project db, state db, repository db, extra db . restore all database
run project and open pa at location downtime: RTW.East Weipa.Beneficiation.Downtime
