Mechanism for clearing cause location filter when switching navigation mode to location

[Problem Summary]
Downtime reporting point navigation allows user to choose either Location or Cause location to view downtime records. However, when switch from location to cause location, the filter is automatically populated current Location selection where user stays, if remove filter selection and switch back to Location option, filter is also populated cause location where user previously stays at. This behaviour is not what user expect. The filter should not assign a value for user.

It makes difficult to navigate downtime records when switch from location to cause location.
