Improve Gr Access toolkit

Improve GrAccess toolki to support :

Edit Security
Edit ViewApp (Navigation, security features..)
Allow to export as xml or text file Layout, screen profil, ViewApps, namespaces the same way as Industrial graphics
Export Template definition (text file)
Export / edit / import Namespaces

I'll add, specifically, that GRAccess should have the ability to set IO assignments and overrides like the IDE's IO Devices and IO Mapping panels.
More generally, make it so GRAccess can do anything the IDE can do.
We're seeing an increase in customers that want to automate galaxy operations, and GRAccess has limits.
