Allow aaLogger to display clickable hyperlinks linking to help documentation

Especially useful for warning/error conditions, allowing the user to help themselves, and reduce time delay and GCS calls.

Real-world example: I just encountered the following warning and error in the log:

Warning DASEngine Data was not passed to DAS PlugIn (hr = 0x8007000e).

Error MQTT Could not perform operation -- unexpected exception. Catastrophic failure caught at line 980 in SvIoItem.cpp (in D:\Work\149\s\src\ServerBase\).

The actual issue (NOT apparent from the above messages) was an overload of the OI subsystem due to a data rate which was too high.

Clickable hyperlinks would allow the user to be redirected to relevant documentation which could provide more context to the issue and list possible causes and troubleshooting steps.
