OSM Improvement proposal - IL recommenation to AT based on the IP linked to the AO on which the AT is based

Have linked the wrong IL to WP several times, it happened last today that it was unnecessary to have to run things through the approval process for Level 1 again, so when we are going to link IL to WP it would have been fine to have a ready default search for all ILs that have a relationship to the AO for the WP via the IP - AO relationship. now it's messy.
