OSM Improvement Proposal - Being able to link freely chosen ILs into an IP without having to create them from the IP

We would like to be able to link IL lists into IP afterwards without having to create IL from the IP. When I am going to reuse IL lists today, I have to copy a complete IP. I would like to take a list from one IP and another list from another IP. Entering ILs should be like when linking ILs to AT where you just enter numbers and link as many as you want
