OSM Improvement proposal - Need for free text error on ILs in COW

"We constantly need to be able to write comments during the jobs on the ILs. Especially for ILs that are isolated for a long time, we need to be able to enter a status on the job or why it is isolated. It would be nice if that could be an open free text field at the bottom of the ILs in which comments can be continuously entered and edited. As it is today, comments cannot be entered on ILs or IPs after it has been approved. RS: Should have the option to write to the log"
