Include the Tank functionality in the baseline portion of the product

The Tank table is tied to the LMS apps and does not get exposed on a baseline system where some customers could benefit from its built in nature. Allowing a customer to use the Tank table (and the new FlexTank object) as opposed to a custom reservoir table keeps the system more baseline (easier to upgrade) and works well with the baseline protocols (poll into analog, feed the tank).

Problem Statement

Make Tank part of the baseline telemetered types in the RealTime database instead of the LMS apps.

Expectation

A project should not need to expose/enable/install the LMS apps in order to use the Tank functionality.

Idea business value

Make the product more attractive to end users. Allows customers to more widely use the FlexTank object.
