Allow configuration of WCF port (8889)

https://dev.azure.com/AVEVA-VSTS/Issue%20Management%20System/_workitems/edit/2375521

[System Info]

Ampla Versions: v8.2.2

Operating System: N/A

[Raised by]

Customer Company: AVEVA

Customer Contact: mehrnoosh.khodaverdy@aveva.com

[Problem Summary]

Ampla service cannot be started due to TCP port 8889 is being used by another application. Enable port sharing sometimes doesn't work.

Normally, in this situation, we suggest customers to change the port in other applications or stop these applications. But sometimes, it is not possible to do that. So it would be better to have a setting that we can change this port in Ampla side.

There was an old same enhancement request added to the product backlog (Bug 62030). But I'd like to raise it again since we encounter this several times.

I noticed in the v9.0, we can configure the 8890/9003 ports during installation which is good. If we can also configure the WCF port 8889 somewhere, that would be great. Thanks.
