Add methods get and submit calendar values into web API

[Problem Summary]

Customer has a requirement to ingest AMPLA data via Web API for dashboarding purposes, but due to the unavailability of methods for calendar data in Web API, they have to use SQL query or Web service to make the integration which is not robust and has multiple point of failures.


Customer wants to have some methods in the Web API for Calendar as well, like the ones in the Data Web service (GetCalendarNames, GetCalendarValues, SubmitCalendarValues, etc..)
