Conditional Tag Generation for Empty Addresses

Many equipment are almost identical, but not every signal exists for every equipment. Without this rule, SCADA generates unnecessary tags for empty addresses. These dummy/internal tags still get compiled and loaded at runtime, which increases tag count.

If address exists → generate the tag

If address is empty → do not generate the tag

No need for useless dummy tags, which means fewer tags, faster updates/compilation, cleaner runtime, and less maintenance.
