Layout Event Listeners

Currently in OMI, there is no way to globally capture mouse or key events. An event listener is only active when a particular pane’s content or window is in focus. This means that to accomplish a global key event on layouts with multiple panes of content, such as an operator hitting an alarm acknowledgement hotkey, it is necessary to embed a symbol with a key down action script in all possible pane graphics to be able to reliably capture the keydown event regardless of what content is in focus. This is messy and is still unable to capture every possible instance, such as if a pane's content is empty.

It would be significantly better if we could add global event listeners for a given layout, that trigger regardless of what content is in focus or embedded. The listener should still trigger regardless of what pane content is in focus or if that pane content has an identical listener.
