IDE indicator for nearing the per-object Attribute limit

The MES OCO User Guide mentions this important note:

An entity can have a maximum of 50 jobs. However, there is a limitation within System Platform that an object can have a maximum of 5000 attributes.

Hitting this limit is quite feasible when using OCOs and on objects using lots of alarming and I/O features.

An in-IDE warning of how close you are to this value, sort of the like Industrial Graphic Performace Index, would be a helpful addition to convey this limitation. It's already possible to see the attribute count if you open the Filter panel, but the 5,000 limitation is not apparent until it's already hit.

Perhaps a progress bar with a counter could appear in the header of the Attributes panel when you are over a certain attribute "warning" threshold. See the attached "ExampleProgressBar.png" for a mock-up of how this could look in the editor.

We can possibly incorporate this into the idea to provide an Object Performance Index: https://products.feedback.aveva.com/ideas/APPSERVER-I-167
