[PlantSCADA] Support Redundancy in Connector

Objective is reliable data acquisition, even when Citect nodes failover (as with redundant AppEngine).

Ideally, this would also include support for "partner" Historians, but that can be treated separately.

    The link in the description doesn't work for me. Can the contents be added as a comment?

    I'll tentatively link this to the eipc on the backlog for the rework of the connector. If I understand the situation, as long as we run on a redundant node and code the connector correctly, this redundancy should just work.
