MOC needs to support package promotion between different ES Versions and Patch levels

Expectation

The ability to promote packages from older versions of Enterprise SCADA.

If the schema has changed, the system should attempt to use the same logic as the ARR feature to promote the changes.

Going forward, schema changes will be additive only, so this should reduce this risk.

We may however need a way to determine that the schema is just too different, and the promotion is not possible.

Idea business value

Change management is constantly occuring, even during SCADA upgrades. This means that for long stretches of time, the T&D and PROD system may be out of sync from a patch-level perspective. This means that during this time, the official change management solution is unavailable, prompting users to work around it, introducing variances between PROD and T&D that then trigger further instabalities in the MOC tool.
