Point Conditioning application should support point conditioning updates from multi threaded callers

[customer] experienced lock contention issues when updating point conditioning inputs from within ACE code. Investigation into this issue in support case https://gcsservicecloudutils.azurewebsites.net/casedetails?casenumber=960273706
and R&D IMS https://dev.azure.com/AVEVA-VSTS/Issue%20Management%20System/_workitems/edit/2428024
determined that the point conditioning application does not support interaction through multiple concurrent threads.
