Add heartbeat support for all telemetered tables

The heartbeat functionality should be applicable to any telemetered table not just analog and status.

Expectation

Custom scripts can be removed and replaced with core functionality.
Idea business value

I was hoping to take advantage of the Heartbeat table functionality to replace a multitude of heartbeat scripts, however it appears that the heartbeat table only supports analog and status points and not multistate.

Baseline functionality means it should be easier to support and easier to upgrade.
