Make Email Alarms generic to support 3rd party notification systems

Expectation Ability to integrate a third party notification system to the email alarm interface
Idea business value Email will always be a fall back method for sending automated alerts, but there are more modern solutions available (Win911, SendWordNow, Slack, Teams, etc.)
