Flatline Watchdog needs an RTN hold-off

During development of the requirements for Flatline watchdog, we missed a change that was implemented in RTAP. Essentially adding a hysteresis to the return to normal.

  • after flatline watchdog triggers and marks points as stale, if the trigger condition clears, wait for 3 good poll cycles to mark the points as fresh.

This requirement comes out of incidents seen when reloading a Rockwell PLC program. The initial load has some default values. This causes the watchdog analog to “change”, but the data is completely untrustworthy and actually leads to mistaken rupture alarms that we need to report to PHMSA. In RTAP they added a return to normal state to wait for the ramp function to change 3 times.

Expectation

SCADA should wait for a configurable number of RTNs before clearing the watchdog.
