Multiple transient state support for multistate command

Detailed Description

Due to various physical factors, sometimes a 2-bit status point will transition through both the (valid) TRANSIT state as well as the (invalid) ERROR state, on its way from CLOSED to OPEN (or vice versa).

This enhancement will enable an administrator to configure multiple transit states for status and multistate that are to be expected following a command, and prevent any Uncommanded Change of State (UnCoS) alarms.

The existing UnCoS and command timeout functionality should remain as-is. In particular, the command fail timeout is not affected by the transition through multiple states - the total time for the command is still what is configured for the point.

Expectation

Ability to configure more than 1 transient state, to prevent un-wanted Uncommanded Change of State (UnCoS) alarms when a status or multistate transitions through multiple transient states when being commanded.

Idea business value

Reducing unwanted alarms is a top priority for Enterprise SCADA, as part of the focus on control room functionality.

It is however possibly unique to the submitter, in that they regularly see multiple transitory states.
