Add support for partitioning on SQL2019SE and update guidance to use SQL2019 SE vs EE

This enhancement would allow partitioning to be enabled when using Standard edition. Not all tables will need partitioning, so some way to be able to choose whether a table is partitioned or not will be required.

There are customers that want partitioning, and think that the standard edition functionality is enough. However, it could be that what we benefit from the most is actually parallelism (which depends on partitioning), which is explicitly excluded from Standard.

Our research hasn't revealed that that using partitioning on SQL standard will give the performance gains it does on SQL enterprise due to other missing features like parallelism.



Expectation

Support SQL Server Standard Edition with table partitioning

Idea business value

SQL Server Enterprise is 4x the price of standard. With back-up and DSS, this could be upwards of $30k extra in licensing, which for smaller systems represents a significant portion of the total licensing cost.

SQL Server SE is significantly cheaper, and there is a growing desire to enable the product to use it with partitioning. However, these two facts seem to be opposed to each other: a large system should probably consider SQL Enterprise for other reasons.
