NMC should not log confusing messages if the ADLDS Cross Domain Replication sender is also a receiver from another ADLDS realm

The current 2023 system designs being provided to customers include an es/deployment system with it's own ADLDS realm. AOR area/group changes are made there first and it is the global table owner for its realm. The primary production system is set to manually pull from this host and also to act as the ADLDS Cross Domain Replication sender and global table owner for the other systems. If you run the NMC on the primary system you get a message like this:

even though the pdcdep IS the global table owner (for its own realm).

Expectation

The NMC code will take this valid system configuration into account and not send log messages that are confusing to the customer

Idea business value

This system architecture is the one being provided to our newest customers. If the NMC logs a message confusing to the customer everytime it is run, it lowers the customer satisfaction with the system.
