MoC Promotion Enhancements: force promotion, and ability to disable auto-rollbacks

Why else are these systems out of sync?

Customer's feedback: there are several reasons:

  • MOCkey is uniquely generated on each system

  • They are working on synchronizing the affected fields in the relevent systems.

  • Updating fields that operators have modified. i.e. 'jello data'

  • Some tables are simply problematic for various reasons. Watchdog, devpathjoin and aceconfig were named as being particularly challenging.

  • Re-configuring relationships between points leads to users finding new sequence-of-step requirements that mean they need to reverse what they've started, but can't due to new sequence-of-step requirements, which result in a user being trapped in a Catch-22 situation

  • The larger point is that users don’t know in advance which fields are going to be problematic

Customer agrees that is is relatively trivial to re-sync the various environments, but counters that this can't last long due to the above.

Expectation

The request is to optionally allow the user to force the promotion of packages despite the discrepancy, reduce the race conditions that can cause them, and optionally disable the automatic rollback so as to not make a bad situation worse.

Very important for the early adopters. Without this, the feature is almost unusable.
