Custom alarm severities

Expectation

Customers to be able add additional alarms severities for better categarization. These alarms severties should be able to interleave with the existing priority. Meaning customer can define their own severity order.

As a Administrator, I want to be able to add an Ultra low alarm severity, that is lower in severity than the law alarm.
