Remove the Need for pg* Files

Eliminate the requirement for pg*.dbf files. These files are not really needed as the same info is in the .ctg files. These files make it difficult to use PlantSCADA with version control, such as SVN or git since either these files need to be version controlled, which could cause conflicts when contributors change different pages in the same project, or if they're not being versioned, require a separate process to update pages before a CTZ/project set can be created.

Idea business value

This will make graphiccs pages more portable and eliminate the need to continually run update pages to repopulate pg* files.

Until recently a .ctg file could be copied between projects and the pg*.dbf files rebuilt, either by Update Pages or just by opening and saving the page. It's a huge shame that this isn't supported any more, which makes it even harder to manage project files than it used to be. Anything that removes the dependency on a huge pgdynobj.dbf gets a vote from me!
