Command time out for P2B commands

Adding this in as requested by SoT for Polyus Database2Ampla integration the command time out cannot be changed. It will always use the default 30 s. Other parts of the product provide this ability

New data type format duration with ability to set display format (hh:mm or total seconds etc)

Currently Maintenance Runt Time fields are shown only in seconds. We have requests from customers to be able to show it in the same formats as duration field ( ie hh:mm:ss or minutes)

Provide the ability to add conditional mandatory fields in the downtime delay entry form
